Stephen Harper, Omar Khadr and child soldiers

Was Omar Khadr a child soldier when, at age 15, he was captured in Afghanistan? According to Stephen Harper, the answer is probably no. Again, as Chris Selley points out and as I suggested in my last post on Canadian public opinion and Omar Khadr, the bigger issue here is how much of a non-issue Harper’s position seems to be, if we judge from media attention and public outcry. Why is this? Any ideas?
